Oddly, I would suggest that there's a lack of creativity here. Or at least a challenge going unanswered.

Not that it would be all too surprising coming from a guy that created a game that was also mostly without a point or good reasons to have balanced interactions with other players.

Unfortunately, government subsidies do encourage some to enter into the waste loop. Politically designated dollars can be far more damaging than those dictated by non-governmental market forces.
