Occasionally it gets hung in a state that doesn't allow connections, or really much of anything else, and needs to be rebooted.
As of 9:15am on Jan 6th, it looks to be back to normal.

When the quest was first made, we were following the eq calculator to figure up values of gear and what kind of stats gear could have. We don't tell the player that lost is who has it because that could lead to them being harassed. I thought that weapon was supposed to have a proc already.
I know it wasn't done when the zone went in, but I thought I had talked to someone afterwards about making one for it or what it was supposed to be/do.
Been too long ago and I have a really short memory.

If the mud doesn't actually crash, there is no file to look through to debug. So if there was someone on and doing something when it hung, send him an email or PM saying what you were doing at the time so he can look into the code in those areas to try to track this down.

The old boots are still around. The object was copied to a BC's area file and modified there from what I can recall.
I didn't check the stats of the two. All I remember was that they were changed from the original. If they weren't upgraded, then I apologize for stating that they were.

There were a few complaints when the quest first went in about this as well.
I believe the answer was that it was done that way to make you read the quest and pay attention to what you were doing.
Could be wrong, however.
