I have noticed this too, I've got myself a halfling rogue with perfect dex and I have fumbled 5+ times per fight sometimes. (Not often but still I dont see a halfling doing that :P )

This is a good idea but it has consequences. The possibility of abuse by other players to get back at someone they dont like, etc. Also, it could pose a problem for major zones when you need gate to get there. I maxed out at like 4k last wipe. Never bought anything with it either because I was evil and as far as I had seen they didnt really have a use for it accept to buy potions and the like. Usually I traded eq for eq, not bought it off players.
