It is dwarf only, however it is a 1 handed slashing proccing axe as you requested. I see no restrictions listed in your original post however if you want to clarify further (Race, Align, Class etc) it might be easier to suggest what your looking for.

With illus losing sneak/hide I think Stun should be left exactly where it is, or even reduced more on Shaman spells. It's now become a primary ability/reason to bring a certain class to zones so a second class shouldn't be able to do it nearly as well if at all.

If your being tracked by a mob it shouldn't make any difference if your hidden or not. While he shouldn't attack you when he enters the room, hiding isn't going to erase the trail you created to the place your hidden at (Footprints etc)

Logically if you allow good liches to group with evils, why would you not allow evil liches to group with good races? Bones are bones, what's the difference between a walking Drow Elf skeleton and a Human skeleton? A few pounds? Doubt you could tell the difference without the skin and ears.

I believe the purpose of MR was to decrease the magic damage of players by a set amount. If somethig like this was implented they would need to increase MR by 10% otherwise it defeats the purpose. All it really would do is decrease Hp on casters.

The only time I'll wield a weapon is if there's a bard in the group singing haste. A single hit per round which rarely lands on mobs over lev 50 without a ton of hit just isn't worth the HP loss. While I fully agree with balancing equip, I see no advantage in downgrading equip. So all the mages have 200 less hp, as a cleric who types group every round to watch hp I can tell you that it's very rare people get below 200hp unless the goups about to get spanked or the tanks aren't doing their jo...
