You answered your own question. In order to balance the necro with the lich class, and therefor make each a viable option to play as, the necro had to be able to have some things the lich can't have. As I'm talking to a necro I realize that certain quest spells are lost during lichdom. Specifically 'life walk'. they may belong to priest, but considering the realm of a lich/necromancer, they can re-animate dead stuff..I don't see why they couldn't hinder eyesight temporarily. Considering they can feeb and what not.

I would imagine that blindness should easily come with Lichdom. Not pwb, but plain old blindness. Especially considering an antipaladin gets it *chuckle*
