Why not just make it that a character can't quest an item anymore times than they have slots to wear it. If they've done the quest their two times already, just have the mobs give them all quest items back. Sure there are ways around it, but it means that people would at least have to actually hunt ...

My thoughts on the roller are that the 4 most crucial stats for any class shouldn't be able to roll below 80.
