A belt is a belt. When it was removed from the car it stopped being a seatbelt; it is an ex-seatbelt. When he put it around his waist to hold up his pants, it became a pants belt. Yes, if I saw it laying on the ground all alone I would probably say "Hunh, what's a seatbelt doing out here?"...
