To me, I find it ironic that America draws the line at around the end of the second trimester. Like everything else, it comes down to looks - when a fetus looks like a person is when most people draw the line.

Also, I'd call security if I saw someone open carrying in a grocery store. And definitely wouldn't shop there again if they permitted it. Open carry should be subject to the same rules as smoking... establishment owners should be free to permit or ban it as they see fit. They are permitted to do so...

Btw, the language used in the title of the article and in my thread subject can be misleading. The order is to reduce the prison population to 137.5% of capacity. This can also be interpreted as adding capacity to the prison system.
