Well, that's just the thing. Many of the funds are already promising not to pay out on time, and many others are subject to legislative action. For example, the highway trust fund - pretty much only pays out when congress wants it to.

I would propose that the gulf states be given a cut of future revenues from off-shore drilling as a punitive measure.
