New Spells

Just out of curiosity.. has there ever been talks about wizard types being able to quest/research to create a spell of their own?.. if it sounds like a stupid question in terms of coding be sure its because I know nothing of coding =) Is it a possibility to implement enough spells so that not every invoker/enchanter/illusionist has the same list?..ie: say each circle is restricted to learning 6 spells, but there are 12 spells for each circle? and they're not all at the tower?.. i think it'd make it more interesting to be a caster and have to seek out certain spells rather than going home to train every time..having an option rather than the same old 6 spells..kindof like the quest spells..but powered down for each of the circles..
