So Sicaf is the Seoul International Cartoon & Animation Festival. The artist was Ferenc Cako. His "official" website is:

The Seoul 2003 that the video is of looks to be his most famous work but you can find a few short clips at:

Also I emailed them to see if there's a way to get long clips somewhere weather downloading or purchasing. I'll post their reply when i get it.
