pretty complicated equipment I'm sure.
The speed with which you'd have to be able to switch individual spots on or off would be tremendous given how fast those wheels are going at 55 mph... Beyond, switching on or off, you're no doubt also changing voltage to produce the different colors.
Second, you'd need precise reading of how fast the wheels are turning in addition to fast calculations to adjust the pattern to get the proper output...
thirdly, can you imagine how much poon you'd get with tires like that? you might not even have to buy her dinner to get some. It almost pays for itself!
