I don't know the reasoning, but since the weapon has existed for nearly what, seven years now?, you'd expect to have seen elven warriors wielding them before now, Ashod. That something about the scimitar didn't work for elven warriors shouldn't be that big of a surprise.

I was extremely confused when I identified the item and saw there were no restrictions for warriors.... and as far as elven warriors not wielding them... there really hasn't been an aboundance of them for me to pay attention to what they were wielding.. i know of about 2 that were older than before the dodge changes came along and mad them good tanks..

It used to set you to -1 I think. Frensolith or Thalor posted a log of it a few years ago when they had the same idea you did. Incidentally, this is why we sometimes make jokes about Windy not TECHNICALLY being !warrior.
