No flee, no nothing. Happened twice with same mob. First I thought reason was it casting a spell but second time it wasnt. Question is why?

I've seen this happen with mobs before when I was playing with fear spell. Sometimes message would say they were scared but they didn't flee, then as I cast again it would say they were scared and then they DID flee. I just assumed that the spell had three options of operation: not scared at all, scared but not enuf to flee, and REALLY scared so they hightailed it out :-P I never noticed a pattern for mobs that tended to be scared but not flee more than other mobs but I'll play with spell some more and see what happens.
