When cast, "conjure elemental" summons an elemental from a specified
elemental plane (air, water, earth, fire) which will follow the player as though
charmed for a limited period of time. Only one elemental can exist per caster at a time.
I've done fire plane many times, never saw any mobs from there that didn't fly.

From a logical perspective I agree.
But it does give air mentals an advantage, and reflect the fact that air mentals should rule the sky.
Fire mentals are the default best pet for everything. And the flying just makes it more balanced I think.

air elementals have enough of an advantage being perm invis and have more hp, air ele's tank any mob that doesnt have DI 10x better than fire ele's, fire ele's really shouldnt be stuck with levitate when their counterparts get perm fly
