Some copied verbatim, so not sure what (quickened) is or anything like that. Maybe faster cast time?
2nd--Forgetful (Target forgets highest circle spells in queue, lasts duration of feeblemind)
3rd--clairaudience/clairvoyance (2), dispel magic, illusory script (DC 18/W), summon monster III
4) Enervation, Fear (n), Pk, WoF, Stoneskin, Dimension Door.
5) Memory Drain (Target forgets hostility toward caster only)
6th - Locate object, familiar, undead within 100' radius
7th--Fear aura, innate immunity to fear effects, save being turned.
9) Life drain touch. Target receiving will be able to drain as per vampiric touch, only while unarmed damage, with enemy having saving throw per impact, for a duration relative to lich's level.
10th - polar ray (maximized), teleport without error <relocate>(quickened)

These were just some quick findings for such a vanilla watered down version of lich in game here. Not easy to believe that something as powerful as a lich (should be) cannot even do mundane tasks such as clair or locate. Let alone mobility spells beyond dimension door.
I do think stone is a bit much for lich, BUT something in line with 'Flesh Armor' as per illithid, would be good, with a cool off period.

Re: Lich suggestions: Straight from the book
Life drain touch would be pretty cool but might be a bit powerful. You can already get pretty high with 1-shot vamp touch. Speaking of which, please fix Life Drain. If your hp's are vamped higher than 850 and you life drain, it drops your hp down to 850 instead of doing nothing.
