This would be a pain in the ass to code. There are so many different races to consider for all these skills. Some of them wouldn't even work b/c of anatomy or strength greater than average mortals.
It will be fixed in Toril 2.0.

I agree with your goals, let's talk implementation from a game design standpoint.
Your new skills are where I have most of the problem--there is too much variety. Complexity is the enemy of balance and if we want a balanced system the best we can hope for is simplify the system. Like the game of Go, the rules can be incredibly simple and easy to learn, but take us forever to master. The more complex the system is (the more mage classes, for instance, that each need their own niche *cough*) the more likely things are to become dichotomous and imbalanced as time goes on.
I like the formations. They add a certain flair that is currently missing.
The "shove" and "push" I think are too much.
First, Bat Weapon, Pin Weapon, and Pin Arm is too complex. How about just a "Tie up weapon"--allowing for any weapon choice with a similar effect to Pin weapon. This simplifies matters dramatically and places the entire "keep opponent from attacking" under one header.
Head Shot, Impale Enemy, Impale Weapon, Sever Arm, Sever Leg, and Kneecap Smash are too complicated from a tactical view. There's too much variance to them and balancing them seems out of the question--there is just too much in the way of possibilities when using these in (unanticipated) combinations. Over time this would just lead to either these being downgraded to the point of uselessness or higher level mobs being upgraded so that they don't work on them.
Best to mask all of this complexity behind a skill like "vital strike"--either make it automatic or perhaps a "called shot" command (that could be fun).
Quick Stand -- I like this, a lot.
Sap -- Again, excellent.
Swap -- Again, on a roll here :)

I like the way your thinking Sesexe, but the problem is that this mud isn't coded to consider bodyparts. So forget pin arm, pin leg, sever appendage, head shot, because the mud isn't built to do this kind of thing. Some of the other stuff is good. I don't know how I feel about toggling skills on and off though.

That's because none of your ideas would fit here. They are good ideas, dont get me wrong. But:
#1 we dont have bodypart code.
#2 we dont do any damage, therefore everyone would always choose the defensive options. The offensive options would be like traps for people who didnt know better to get fukt over on.
#3 it would require you to recode most of the mud.
