Ok, here is the situation...
I am just walking minding my own business and the "man" starts hassling me.

You extend your sights northwards.
Windspell Street
This wide street, the largest thoroughfare in the entire city runs
north to south straight through the heart of the city. The buildings
are squat and compact in this area, although taller ones can be seen
farther south. The street is kept mostly clean, although a few bits of
rubbish do tend to collect around the edges, where the street cleaners
pay little attention. The hustle and bustle of a large city is somewhat
subdued here, as this area is far removed from the real heart of the
city, which lays south. A fair amount of activity is present, however.
Drably dressed commoners walk about swiftly, on some errand or another,
while beings of all shapes and sizes stroll up and down the street.
Faintly heard shrieks coming from the Wide, a great open marketplace,
can be heard coming from somewhere to the the east. The paved road has
cracked in a few places and doesn't seem to have been repaired in years.
A few bright green shoots stick through those cracks, eagerly reaching
for the sun, but inevitably being trampled by uncaring feet. The street
continues to the north and south, and a large supply store lies west.

Helm Street
The clank of boot against stone, and the jingling of chainmail is
often heard upon this street. The Flaming Fist Mercenary unit makes a
special point of patrolling this street, in honor of Helm, the
Protector. The relative safety therefore makes it a popular place for
children to play. The various fountains scattered along the street make
for wonderful play opportunities. The street is also kept very clean by
the troops, and in early morning, the stones shine brightly from
excessive cleaning. A wide array of shops and homes occupy this street,
a favorite place for merchants dealing in expensive goods due to the
guard's protection. Helm Street continues east and west.

Is the Captain of the Watch an evil aggressive mob or do i know his wife to well??

Most city guards will be aggro to your spirit pet. I believe the only cities that allow undead/spirit pets are Bloodstone and Dobluth Kyor.
