... I had a different interpretation. Its a judgement that respects states rights and maintains that as long as a discriminatory statute is written in a way that isn't discriminatory, its legal.
illegals don't get in state tuition, anyone who has attended a California HS for the last 3 years get in state tuition. Of course composition of this population is 99% illegals, but its not unconstitutional on its face as a Wisconsin resident going to school in California would get the same waiver.
