US bases, installations, etc. outside of the United States or hosted in foreign nations are not considered US soil for the purposes of the 14th amendment. Children born to American parent(s) while abroad are eligible for US citizenship with the proper paperwork.

Despite widespread popular belief, U.S. military installations abroad
and U.S. diplomatic or consular facilities abroad are not part of
the United States within the meaning of the 14th Amendment. A
child born on the premises of such a facility is not born in the
United States and does not acquire U.S. citizenship by reason of
birth.

Heh. It seems Germany is quite cruel. It won't even grant foreigners German citizenship if they are born on German soil. Apparently, you MUST have a German parent.
Even us Americans will give you citizenship if you are born here.
