Spell Fail....MYTH or TRUTH?

I was wondering I used to play soj a long time ago and just got back into it recently.

I heard something today that I used to hear back then.

"Oh your failing your spells a lot cause your about to level"

is that really true? or just cause your anxious to level, you notice fails more?
