Solid Fog For Others

It would make sense for Elementalists, and possibly even Illusionists to be able to cast Solid Fog. I see no reason why it's enchanter only. This will make no difference to goodies, but evils need a fogger or a squid in order to do a lot of zones and it certainly cant hurt balance to spread this very specialized song around.
